HMO licensing and your local council
HMO licensing comes from the Housing Act 2004 — but the detail lives in local schemes, and they differ borough to borough.
Large HMOs — broadly, five or more occupants forming two or more households — need a mandatory licence. Many Greater Manchester councils also run additional or selective licensing that brings smaller HMOs into scope too.
The catch is that local schemes can be stricter than the national minimum. What satisfied one property may not satisfy another — so we make sure your certificates match your borough’s conditions, not just the national baseline.
