HMO Compliance

HMO compliance services in Greater Manchester — everything for your HMO licence.

EICR, fire alarm, emergency lighting, fire risk assessment and PAT — specified, delivered and certified by one provider, with every due date tracked under the Managed Compliance Plan.

Everything, one provider

Your whole HMO licence, from one accountable team.

Licence renewal asks for the full stack — electrical, fire detection, escape lighting, a fire risk assessment and PAT. Most landlords chase five contractors for it. We deliver all of it, certify it, and track every due date under the Managed Compliance Plan.

No gaps between trades. No certificate with a different renewal date you forgot about. One provider, one schedule, one point of accountability.

The law

HMO licensing and your local council

HMO licensing comes from the Housing Act 2004 — but the detail lives in local schemes, and they differ borough to borough.

Large HMOs — broadly, five or more occupants forming two or more households — need a mandatory licence. Many Greater Manchester councils also run additional or selective licensing that brings smaller HMOs into scope too.

The catch is that local schemes can be stricter than the national minimum. What satisfied one property may not satisfy another — so we make sure your certificates match your borough’s conditions, not just the national baseline.

Conditions a council can add
  • An EICR more often than the national five years
  • Mandatory PAT testing of supplied appliances
  • A specific fire alarm grade and emergency lighting standard
  • A current fire risk assessment as a licence condition

Conditions differ between Manchester, Salford, Bolton, Stockport and the other Greater Manchester boroughs.

The elements

What HMO compliance involves

An HMO carries a stacked set of electrical and fire safety duties — miss one and your licence application or renewal can stall. Each is a service in its own right, but for an HMO they work as a system, tied together by the fire risk assessment.

One coordinated job

The Fire Sure HMO package

Rather than book five separate contractors and chase five separate certificates, we handle your HMO compliance as one coordinated job.

1

Scope

we confirm which duties apply to your property and your council’s licence conditions, so nothing is missed and nothing unnecessary is added.

2

Assess and test

EICR, fire alarm, emergency lighting, PAT and the fire risk assessment, coordinated to minimise visits and disruption to tenants.

3

Report

one clear set of certificates and reports, with any non-compliances documented, photographed and explained in plain English.

4

Rectify

where works are needed, we quote clearly and carry them out on your approval — so one firm takes you all the way to a compliant, licence-ready property.

A C1 (immediate danger) found during an EICR is always made safe before we leave the property — .

The Managed Compliance Plan

One provider owns your whole schedule.

Forty HMOs, every due date tracked and hit. We hold the calendar for your whole portfolio and book each service before it lapses — so a licence renewal is never a scramble, and an inspection never a surprise.

  • Appoint Fire Sure as your provider for the year — we own the schedule.
  • We book every service proactively, before it falls due.
  • Each service invoiced at a fixed yearly price, as delivered.
  • No monthly subscription. No upfront fee.
Our guarantee

"We schedule and certify your property before its due date, every year — or that service is free."

Small print: provided we have access and the property is on the plan.

Questions, answered

HMO compliance — your questions

Typically a fire detection and alarm system to the right grade and category, emergency lighting in communal escape routes where needed, a current fire risk assessment, and a safe electrical installation and appliances. The exact requirements come from the property’s fire risk assessment and your council’s licence conditions. We assess all of this and tell you exactly what your HMO needs.
